The trap: Federal entrepreneur programs that are actually work permits
None of the federal programs currently existing are leading to PR.
Examples:
C11 (Entrepreneur / Significant Benefit Work Permit)
ICT (Intra-Company Transfer)
These can be excellent tools to enter Canada and operate your business legally, but they are still work permits. They do not automatically turn into PR.
The reality: Express Entry is extremely competitive for many entrepreneurs
Yes, following a federal program, PR may be possible later via Express Entry, but Express Entry is not an entrepreneur-focused PR system.
Success heavily depends on factors like:
Being young (no points for age after 45 years old)

In other words, instead of hoping a work permit turns into PR through Express Entry, entrepreneur PNPs are structured to make PR achievable if you execute the business plan and compliance properly.
To reach permanent residency as an entrepreneur under a provincial program, you need to demonstrate active business operations; absence of any criminal or important medical issues.
There is no condition to generate a certain amount of revenue or profit and the PR stage, as opposed to Express Entry, is not based on a point system.
As long as you meet the above requirements, you can apply for permanent residency for yourself and your accompanying family members (spouse and children under 22 years old).
Who this strategy is best for (typical profile)
In our practice, a strong starting point is generally someone who can meet baseline requirements like:
Minimum net worth: $300,000 CAD
Minimum investment: $150,000 CAD
Experience: 3 years of managerial experience within the last 5 years
Intent: willing to relocate to Canada permanently
Operations: willing to actively manage the business (not passive investment)
